Ranking & gate rules

Required fields (parcel ID, property address, assessed value, tax owed) must be present, no hard red flag (Flood zone, IRS lien, Condemned) may be present, and the same parcel can never appear twice in one workspace. Incomplete, red-flagged, or duplicate parcels are blocked by name — the failing rule is stated, never worked around. A named human approves every export; the audit trail shows who approved what, and when.
